NYS Legislature has mandated that all heating oil contain a blend of biofuel by 2014

Following New York City’s lead, New York has now passed legislation requiring that all heating oil sold in the state contain at least 2% biodiesel, a product also known as bioheat.

Biodiesel is the first alternative fuel designated as an advanced biofuel by the U.S. Environmental Protection Agency to reach a billion gallons of annual production, the National Biodiesel Board said. It is domestically produced from agricultural co-products and byproducts such as soybean oil, animal fats, and recycled cooking oil.

The legislation calls for all heating oil sold in the City of New York, Nassau, Suffolk, Westchester, and Rockland counties to contain at least 2% biodiesel by Oct. 1, 2014, and all heating oil sold statewide to meet this standard by July 1, 2015. The legislation will become effective upon the governor’s signature.

Julia Robbins, Executive Director, New York Corn and Soybean Association, said the policy will provide farmers a new market for soybean oil. The NBB estimates that the 2% standard will replace about 30 million gallons of petroleum annually with the bioheat.

In New York City, testing has shown that biodiesel blended with traditional heating oil improves fuel efficiency through cleaning and preserving equipment, John Maniscalco, CEO of the New York Oil Heating Association said.

“This law extends these tremendous benefits to all New Yorkers and will provide the state with the cleanest, most sustainable heating oil in the country,” he added.

The legislation was supported by the City of New York, Office of the Mayor; NYC Citywide Administrative Services; Environmental Defense Fund; American Lung Association in New York; New York League of Conservation Voters; WE ACT for Environmental Justice; Environmental Advocates of New York; New York Public Interest Research Group; Empire State Petroleum Association, Inc.; Oil Heat Institute of Long Island; New York Oil Heating Association, Inc.; United Metro Energy Corp.; New York Corn and Soybean Growers Association; and the National Biodiesel Board.

Does BioHeat cost more for me to use?

BioHeat will cost you the same as “regular oil.”

Does my heating system need to have any modifications?

NO-You don’t have to make any modifications to your burner , boiler or fuel tank and your service contract is not affected , (if you have purchased one).

Will I use more oil burning BioHeat?

NO-BioHeat burns cleaner than “regular” Oilheat (which has been refined to Ultra low sulfur heating oil as of January 1,2013). It contains almost no sulfur, and significantly reduces particulates and greenhouse gases that lead to global warming.

Will I feel the same comfort with BioHeat as I have with “regular oil”?

YES- BioHeat has the highest BTU content of any alternative fuel, for more efficient burning and satisfying warmth.

Will I have increased service calls do to using BioHeat ?

NO- Bioheat lubricates heating system parts more thoroughly and efficiently, helping to reduce the number of service calls needed annually.

Are there any incentives for using BioHeat?

Yes- This blend when purchased will qualify you for a 20 cent/gallon credit directly from New York State until January 1,2017

To receive a tax credit, you should file a claim for Clean Heating Fuel Credit along with your tax return. Residential taxpayers should file Form IT-241, and corporate taxpayers should file Form CT-241

How important is it to have my heating system serviced annually?

A: According to the Environmental Protection Agency, heating equipment that is maintained annually uses 13% less fuel than units that are not. Approximately 55% of American homeowners have their heating equipment serviced. Those that don’t may experience an increase of 10-15% in fuel bills. Maintenance extends the life of your heating equipment by as much as 20-30% which can translate into 5 to 10 years of additional usage for a furnace or boiler. Approximately 75% of all emergency repairs can be avoided with regular maintenance.

Is it true that oil heated homes are cozier than homes heated with natural gas?

A:  YES -Oil heat burns 400 degrees hotter than natural gas, resulting in a cozier house. Oil heat actually heats your home faster.  Since oil heat has a higher burn temperature, it provides a more even temperature in all rooms throughout the house. 

Is it true the world oil supply is in danger?

A: NO- It is a myth that oil supplies are dangerously low. There are over 36 oil-producing countries, the world’s oil reserves will last a long time. The U.S. is the third-largest oil producer in the world with 33 American states producing almost half of our supply.

Is heating oil more expensive than natural gas?

A: There are many aspects of this question:

First, it’s important to know that prices for all home heating options are going up.

Second, heating oil is traded every day, with price changes every day. However when oil goes up in usually comes back down. Unlike the natural gas utilities when they raise prices for natural gas, they almost never go back down again!
